CARROLL COUNTY PUBLIC LIBRARY
TO CLOSE FOR RENOVATIONS

Carroll County Public Library will temporarily close its doors to the public starting May 28, 2012, for a period of at least three weeks and possibly through the month of June to allow some major renovations to be completed. After May 26, library materials on loan can be returned to the Galax Public Library. Items are currently being loaned until July, in case borrowers are unable to return them to Galax.

In September 2010, USDA Community Facilities Recovery Act Funds were awarded to 129 library projects in 30 states.  In Virginia, a total of three projects were chosen to be funded:
§  Dickenson County  -  $95,035
§  Bassett Public Library Association -  $50,000
§  Carroll County -  $200,000

The Carroll County Public Library was built in 1982, 30 years ago. The current facility shows many signs of deterioration. Renovations will include replacing the roof and windows, updating HVAC units, repainting the interior, installing new carpet, replacing some furniture and fixtures, remodeling the public restrooms, resurfacing the parking lot, landscape improvements, and technology upgrades. 
This USDA Rural Development project will improve the quality of life and library services for the citizens of Carroll County. Please celebrate with us as our Carroll County Public Library receives a face lift!

CARROLL COUNTY BOARD OF SUPERVISORS NOTICE OF PUBLIC HEARING

The Carroll County Board of Supervisors will hold a Public Hearing on Monday, May 14, 2012  at 5:30 pm, or as soon thereafter as practical, in the Board Meeting Room of the Carroll County Governmental Center.

The purpose of this Public Hearing is to  hear public comments regarding the proposed abandonment of a section of old State Route 666 (known as Vinson School Road and Old Volunteer Road), beginning at a point of intersection with Route 670, Snake Creek Road, and extending to its intersection with Route 666, Bent Nail Road.

All members of the public are invited to attend and to speak at the Public Hearing!

The Carroll County Planning Commission will hold a Public Hearing on Thursday, April 19, 2012, in the Board Meeting Room of the Carroll County Governmental Center, at 7:00 p.m., or as soon thereafter as practical, for the purpose of hearing public comment concerning the proposed modification of the Strategies Matrix of the Carroll County Comprehensive Plan to include:
Add # 50 – Seek outside resources
Add # 51 – Support of County staff with appropriate equipment, compensation and reporting to enhance services
Add # 52 – Maintain/Update County facilities
Add # 53 – Plan for the future with regards to the use of Capital Investments (CIP)
Renumber the remaining items of the Strategy Matrix as appropriate

REVISED - Public Hearing Notice


The Virginia Department of Transportation and the Board of Supervisors of Carroll County, in accordance with Section 33.1-70.01 of the Code of Virginia, will conduct a joint public hearing in the Board Meeting Room of the Carroll County Governmental Center, 605 Pine Street, Hillsville, Virginia no earlier than 5:30 p.m. on Monday, March 12, 2012.  

The purpose of this public hearing is to receive public comment on the proposed Secondary Six-Year Highway Plan for Fiscal Years 2012/13 through 2017/18 and the Secondary System Construction Budget for Fiscal Year 2012/13. Copies of the proposed budget may be reviewed at the Carroll County Administrator’s office located at 605 Pine Street, Hillsville, Virginia. 

All projects in the Secondary Six-Year Plan that are eligible for federal funds will be included  in the Statewide Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation funds.

Jobs Not in Carroll’s Stocking

Carroll County was recently notified by a prospect that jobs anticipated for Carroll  County will stay in their current location.

Carroll County officials had been working with a particular prospect for more than twenty-four (24) months and were ready to “sign the deal” when they were notified that the project was cancelled. Carroll County was in competition with GA and PA for the anticipated 150 jobs. The company was quick to make note that Carroll County is an excellent location and the company had made the decision to locate in Carroll until a business decision made the difference.  Carroll County had a great incentive package as well as an identified workforce. The company went on to say that they had a great working relationship with the Carroll staff and the regional economic development effort and that they had looked forward to expanding in Carroll County.

The stage was set, the VA Employment Commission had assisted with employees, The Tobacco Commission had assisted with incentives along with Governor’s Opportunity Fund and the VA Jobs Investment Program had supplied training money.  In addition, Carroll County was providing several incentives for an excellent and aggressive package.   On top of the incentive package, the product that would have been produced could not be taken off shore.

The business model change was that the company found a source of labor from Burma Refugees who were able to work a second shift at their present location without Green cards due to the fact they are Refugees.  Burma (Republic of the Union of Myanmar) is bordered by China, Thiland and India.

The Carroll efforts will continue to seek economic development opportunities from every direction.

Tour will leave from Carroll Parks and Recreation office at 12:00 pm. Spaces are limited for this tour and will be on a reservation only basis. The cost of this tour will be $15.00 per person. Price does not include dinner.
