CARROLL COUNTY UPDATES COMPREHENSIVE PLAN

The Carroll County Board of Supervisors and Planning Commission will update the County Comprehensive Plan during 2010. The plan will create a picture of what the County will look like in the future that reflects the desires of the residents. During construction of the plan, current conditions of the County will be evaluated and compared to the desired conditions 20 years into the future and the plan will serve as a road map and a decision making guide to move the County forward. The plan will be created to promote logical, managed growth, connecting future land use to the appropriate level of public improvements while being sensitive to natural and cultural resources. Chandler Planning and Planning Works, LLC will be assisting the County with this plan update.

Strong public involvement with updating the plan is encouraged. There will be a countywide kick-off meeting held on January 14, 2010 in the cafeteria of Carroll County High School from 6:00 – 8:30 p.m. Additional district wide community meetings will be held approximately two weeks following the kick-off meeting. During the process, citizens will be able to access information and to submit commits concerning the plan by accessing the County website at www.carrollcountyva.org/comprehensiveplan following the kick-off meeting, or by contacting the Office of Land Use and Planning, 605-1 Pine Street, Hillsville, VA 24343.

NOTICE OF PUBLIC HEARING
CARROLL COUNTY BOARD OF SUPERVISORS
Dog trespassing upon private property or unsupervised on public property

The Carroll County Board of Supervisors will hold a Public Hearing on Monday, January 11, 2009, in the Board Meeting Room of the Carroll County Governmental Center, at 5:30 p.m. or as soon thereafter as practical, for the purpose of soliciting public comment pertaining to amending Chapter 68 of the Code of Carroll County to include a proposed Ordinance to make it unlawful to allow dogs to trespass on private property, after warning, or to be unsupervised on public property. A complete copy of the proposed Ordinance is available for public inspection in the County Administrator's Office, 605-1 Pine Street, Hillsville, Virginia or you may Download the Ordinance Here.

All members of the public are invited to attend and speak at the Public Hearing.

RE: GIS Online Viewer Now Available

The Carroll County Office of Geographic Information Systems (GIS) is pleased to announce the launch of the online GIS viewer for real estate property in Carroll County. The online system will allow for users to look-up assessed value information for parcels. Users will be able to search by tax map number or by owner name. In addition, features such as Aerial Photography, Land Use, and Contours are available.

Beginning Monday, November 23, 2009, this powerful tool will help local businesses to access public information more efficiently, without a trip to the County complex.

Free Community Workshops will be held at the Crossroads Institute in Galax on December 16, 2009 at 6pm, January 7, 2010 at 12noon, and February 9, 2010 at 12noon.

The Workshop is intended for any community members that are interested in learning more about how to access public information by using the online GIS viewer.

ATTENTION CARROLL COUNTY TAXPAYERS!

In accordance with an ordinance providing for special assessments for agricultural, horticultural and forest real estate in Carroll County, Virginia, your land may be eligible for special assessment for the tax year 2010 providing it meets certain criteria.

That real estate devoted to agricultural (minimum of 5 acres), horticultural (minimum of 5 acres), and forest uses (minimum of 20 acres) in Carroll County, Virginia shall be taxed in accordance with the provisions of Code of Virginia, Article 4 of Chapter 32 of title 58.1 (58.1-3229 et seq.) of the Code of Virginia, 1950, as amended.


Applications and criteria needed to qualify may be picked up at the Carroll County Assessor’s Office. Application deadline is November 2, 2009.

Fancy Gap Water & Sewer Project Fact Sheet
September 11, 2009


The Carroll County Public Service Authority was awarded (by USDA-Rural Development) funding to complete the Fancy Gap Water & Sewer Improvements Project. The improvements will make public water and sewer service available to the I-77 Exit 8 interchange and to much of the Fancy Gap community. The water project will make public water service available to 190 +/- potential customers. The sewer project will make sewer service available to approximately 65 existing homes and businesses and generate approximately $9M in incremental commercial and residential investment from the development of approximately 100 acres of develop-able road frontage property in the project area. This investment is expected to generate approximately 72 new jobs and $262,000 in annual incremental revenue for the County.

Proposed water improvements include approximately 69,400 lf of 8” and smaller water lines, a 200,000 gallon water storage tank, groundwater supply wells, and related improvements. The total estimated water project cost is $3,689,000.

Proposed sewer improvements include approximately 26,800 lf of 8” gravity sewer, three (3) sewage pump stations, 44,800 lf of 6” and smaller force mains, and related improvements. The sewer project cost is$4,373,000.

The Total combined project cost: $8,062,000

VACo 2009 Achievement Award Program Description Carroll County ~ Regional Collaboration "Economic Milestone"



The Blue Ride Crossroads region has been hit hard by major job losses during the past five years. However a new entrepreneurial approach to economic development has successfully filled much of the void by providing business counseling, assistance and enhancing growth for citizens in Carroll County.

Under the direction of Dr. Dallas Garrett, SBDC Director, and Bernie Deck, Carroll County's Business Development program has assisted with the creation of 428 new jobs through Entrepreneurial Business Development. The new capital investment of more than $17 million has given new hope and prosperity to the community. The program has been expanded to Grayson County and the City of Galax.

The program expects to assist an additional 200 individuals in starting their own business over the next two years. This program truly reflects the "entrepreneurial spirit" of Carroll County and the entire region. Carroll County is known as a leader in Entrepreneurial Business Development and was named by the 2004 Virginia General Assembly as part of the Entrepreneurial Region of Virginia.

Starting in July 2009, the Carroll County Board of Supervisor meetings will begin with Closed Session at 4:00 and will convene at 5:00 with the public meeting.

ALL County Facilities Will Be Smoke Free


Effective July 1 - ALL County Facilities Will Be Smoke Free


Starting July 1, 2008, ALL county facilities will be smoke free during all hours of the week. This means that no smoking will be allowed inside ANY facility or building that is owned or maintained by the County of Carroll.

These facilities include the Carroll County Governmental Center, the Public Service Authority/County Maintenance/EMS building,Carroll-Grayson-Galax Solid Waste Authority, and others.

In order to promote a good healthy working environment among all county personnel and maintain professional service to county citizens, smoke free inside county facilities must be practiced, maintained and enforced at all times.

There will be, however, designated areas outside all county facilities that will be for any county personnel or visitors who wish to smoke.

This regulation has been officially made by the Carroll County Board of Supervisors.
