“Given the fact we have gotten behind because of weather and school closings we have decided to begin rescheduling our basketball games after the first of the year. These cancellations combined with school concerts and Christmas plays having been moved have made it nearly impossible to find dates that would work for everyone before Christmas. With this in mind all games from Monday December 13, 2010 forward will be moved. After we get everything reworked we will provide each coach with a new schedule. While we do regret the need to reschedule we feel that it’s our best option given the situation.”

Following this joint meeting, the Planning Commission will continue their regular monthly meeting in Room B130 of the Carroll County Governmental Center.

Beginning at 5:30 p.m., or as soon thereafter as practical, the Board of Supervisors and Planning Commission will hold a joint public hearing concerning proposed amendments to the Subdivision Ordinance.

Following this public hearing, the Planning Commission meeting will continue in Room B130 of the Carroll County Governmental Center.

The Carroll County Board of Supervisors will hold a Public Hearing on Monday, September 13, 2010 at 5:30 p.m., or as soon thereafter as practical, in the Board Meeting Room of the Carroll County Governmental Center.

The purpose of this Public Hearing is to hear public comments regarding the proposed abandonment of a section of old State Route 672 (New Hope Road), beginning at a point approximately 2330 feet from the end of state maintenance, and extending southward 3130 feet to a point 5460 feet from the end of state maintenance.

All members of the public are invited to attend and to speak at the Public Hearing.

Note: This road was originally advertised as Route 678.

Pursuant to § 15.2-1427 of the Code of Virginia, Notice is hereby given to all interested persons that the Board of Supervisors of the County of Carroll, Virginia (the “County”), will conduct a public hearing at the meeting of the Board of Supervisors of the County to he held on August 9, 2010 at 5:30 p.m. or as soon thereafter as possible in the Board of Supervisors meeting room at the Carroll County Courthouse located at 605 Pine Street, Hillsville, Virginia to receive public comment to consider and adopt an ordinance imposing a tax on the probate of a will or grant of administration in an amount of one-third of the amount of the state tax thereon as provided in § 58.1-1712 of the Code of Virginia, and imposing a fee of $25 for the recordation of a list of heirs or affidavit filed pursuant to §§ 64.1-134 or 64.1-135 of the Code of Virginia;

Recruitment Announcement

The Laurel Fork Vol. Fire Department (LFVFD), in Laurel Fork, Virginia will celebrate its 45th anniversary of incorporation in 2011. As the department nears this significant milestone, it must continue to develop new leaders to provide this important community service.

LFVFD is currently accepting applications for prospective volunteer firefighters, auxiliary, and administrative vacancies to strengthen its fire department and community service for the citizens it serves.
To be considered, candidates must meet certain qualifiers established in the By-Laws of the LFVFD and Carroll County’s Fire Service. Members will receive orientation and training related to their area of interest and department need.

EMT B Class
Carroll County Emergency Services

There are plans to hold an EMT B Class at the Carroll County Fire Rescue building on Floyd Pike in Hillsville starting mid August. Anyone interested should fill out the ONLINE REGISTRATION FORM, or you may register by phone 276-730-3007, or by email Kathy Surratt before July 30 at 5:00 p.m.

Anyone taking this class must hold a CPR certification. In the event you do not hold this certification, please contact to arrange a CPR class before the start of the EMT-B class.


The cost for the class is dependent upon the affiliation with a county squad or fire department:


1. If affiliated with a county squad or fire department, the cost would minimal for your class supplies which would be:

a. 5 inch three ring binder
b. Two pencils with eraser and a blue/black pen NO RED
c. Dry-erase marker and highlighter
d. 4x5 index cards
e. There will be a test fee at the end of the class of $50.
f. Text book and workbook will be provided but at the end of the class the text book is to be turned back in to the agency in good condition otherwise replacement cost of the lost or destroyed book of $90 will be required.


2.    If you are not affiliated with a squad or fire department you will be required to pay $100 for the class and $90 for the book and workbook up front as well as the test fee ($50) at the end of the class.


There is a maximum class size of 25 and students participating will be based on first come, first serve if you are affiliated with a local squad or department, anyone not affiliated may participate if space is available.

The Carroll County Planning Commission will hold three Public Hearings on Thursday, July 15, 2010, in the Board Meeting Room of the Carroll County Governmental Center, at 7:00 p.m., or as soon thereafter as practical.

The purpose of the first Public Hearing will be to hear public comment concern the request by Brian Dixon for a variance pursuant to Carroll County Code Section 113-43 to allow for a reduction to the minimum length of ownership required for a Family Subdivision as required by Carroll County Code Section 113-30. All members of the public are invited to attend and speak at the Public Hearing.

The purpose of the second Public Hearing is to hear public comment concerning the request by Flashover Investments, LLC, pursuant to Carroll County Code Section 113-43
for a variance to allow for an extension of the time limit between approval of the preliminary subdivision plat and presentation of the final subdivision plat as required by Carroll County Code Section 113-18, for New River Oaks Phases II & III. All members of the public are invited to attend and speak at the Public Hearing.

The purpose of the third Public Hearing is to hear public comment concerning the request by Morris International for a variance to the lot size requirement listed in Carroll County Code Section 113-29, for Chestnut Creek Luxury RV Resort. The Renovation Projects as proposed would affect Carroll County High School, Carroll County Intermediate School and Woodlawn School and, if approved in full, could result in a financial commitment of up to $30 million dollars by Carroll County for the Projects.

Carroll County is undertaking an action-oriented update of the Comprehensive Plan (adopted in 1978, as amended and revised since). The Plan Update will be a statement of the community's vision for its own future and a guide to achieve that vision through the year 2030. The view of the future expressed in the Plan will be shaped by local values, ideals and aspirations about the best management and use of the Carroll County's resources. Success will be achieved through incremental actions and decisions about specific development projects to translate vision into reality. The Plan Update is part of an ongoing series of planning processes. It supports and is based on the County and its communities working cooperatively to define future growth areas and establish land use and infrastructure policies. The updated Plan will be a guide to action, and will:

  • Focus on the efficient provision of facilities and services;
  • Establish the relationship between future growth, public facilities, economic development, community character and quality of life;
  • Distinguish between the character and function of rural and developed areas and ensure that opportunities for each are defined, while providing clear edges between the two;
  • Protect sensitive agricultural and environmental lands;
  • Establish standards and review processes by which future development proposals may be evaluated; and
  • Make recommendations to implement growth management techniques, amend regulations, and prioritize budgets and capital facility improvements.

To get involved, plan to attend the Kick-Off Meeting on January 14th from 6:00pm to 8:30pm at Carroll County High School (100 Cavs Lane, Hillsville, VA). The kick-off meeting will present the Plan Update framework and provide residents with the first opportunity to provide direction to the planning team, identify key issues and opportunities and define a Plan Vision. Additional Public Information Workshops will be conducted in each of the five County planning districts during the week of February 1st (which are currently being scheduled). These workshops will be intensive hands-on opportunities for residents to identify preliminary goals, policies and strategies.

NOTICE OF JOINT PUBLIC HEARING
MODIFICATION AND EXTENSION OF RESTRICTIVE COVENANTS
CARROLL COUNTY INDUSTRIAL PARK

The Board of Supervisors of Carroll County, Virginia and the Industrial Development Authority of Carroll County will meet on January 11, 2010 at 5 p.m. jointly conduct a public hearing pursuant to Article III of the Deed of Dedication and Restrictions for the Carroll County Industrial Park, which are of record in the Office of the Clerk of the Circuit Court of Carroll County in Deed Book 392 at page 230, to consider amending and modifying those restrictions to extend the term of the restrictions to January 11, 2030 under the same terms and restrictions as thereby imposed. A complete copy of the proposed Amendment is available for public inspection is available for download here or in the County Administrator’s Office, 605-1 Pine Street, Hillsville, Virginia 24343. All members of the public are invited to attend and speak at the Public Hearing.
