Carroll County Kicks Off Comprehensive Plan Update
Public Workshop on Thursday, January 14

Carroll County is undertaking an action-oriented update of the Comprehensive Plan (adopted in 1978, as amended and revised since). The Plan Update will be a statement of the community's vision for its own future and a guide to achieve that vision through the year 2030. The view of the future expressed in the Plan will be shaped by local values, ideals and aspirations about the best management and use of the Carroll County's resources. Success will be achieved through incremental actions and decisions about specific development projects to translate vision into reality. The Plan Update is part of an ongoing series of planning processes. It supports and is based on the County and its communities working cooperatively to define future growth areas and establish land use and infrastructure policies. The updated Plan will be a guide to action, and will:

  • Focus on the efficient provision of facilities and services;
  • Establish the relationship between future growth, public facilities, economic development, community character and quality of life;
  • Distinguish between the character and function of rural and developed areas and ensure that opportunities for each are defined, while providing clear edges between the two;
  • Protect sensitive agricultural and environmental lands;
  • Establish standards and review processes by which future development proposals may be evaluated; and
  • Make recommendations to implement growth management techniques, amend regulations, and prioritize budgets and capital facility improvements.

To get involved, plan to attend the Kick-Off Meeting on January 14th from 6:00pm to 8:30pm at Carroll County High School (100 Cavs Lane, Hillsville, VA). The kick-off meeting will present the Plan Update framework and provide residents with the first opportunity to provide direction to the planning team, identify key issues and opportunities and define a Plan Vision. Additional Public Information Workshops will be conducted in each of the five County planning districts during the week of February 1st (which are currently being scheduled). These workshops will be intensive hands-on opportunities for residents to identify preliminary goals, policies and strategies.

NOTICE OF JOINT PUBLIC HEARING
MODIFICATION AND EXTENSION OF RESTRICTIVE COVENANTS
CARROLL COUNTY INDUSTRIAL PARK

The Board of Supervisors of Carroll County, Virginia and the Industrial Development Authority of Carroll County will meet on January 11, 2010 at 5 p.m. jointly conduct a public hearing pursuant to Article III of the Deed of Dedication and Restrictions for the Carroll County Industrial Park, which are of record in the Office of the Clerk of the Circuit Court of Carroll County in Deed Book 392 at page 230, to consider amending and modifying those restrictions to extend the term of the restrictions to January 11, 2030 under the same terms and restrictions as thereby imposed. A complete copy of the proposed Amendment is available for public inspection is available for download here or in the County Administrator’s Office, 605-1 Pine Street, Hillsville, Virginia 24343. All members of the public are invited to attend and speak at the Public Hearing.
