Jobs Not in Carroll’s Stocking

Carroll County was recently notified by a prospect that jobs anticipated for Carroll  County will stay in their current location.

Carroll County officials had been working with a particular prospect for more than twenty-four (24) months and were ready to “sign the deal” when they were notified that the project was cancelled. Carroll County was in competition with GA and PA for the anticipated 150 jobs. The company was quick to make note that Carroll County is an excellent location and the company had made the decision to locate in Carroll until a business decision made the difference.  Carroll County had a great incentive package as well as an identified workforce. The company went on to say that they had a great working relationship with the Carroll staff and the regional economic development effort and that they had looked forward to expanding in Carroll County.

The stage was set, the VA Employment Commission had assisted with employees, The Tobacco Commission had assisted with incentives along with Governor’s Opportunity Fund and the VA Jobs Investment Program had supplied training money.  In addition, Carroll County was providing several incentives for an excellent and aggressive package.   On top of the incentive package, the product that would have been produced could not be taken off shore.

The business model change was that the company found a source of labor from Burma Refugees who were able to work a second shift at their present location without Green cards due to the fact they are Refugees.  Burma (Republic of the Union of Myanmar) is bordered by China, Thiland and India.

The Carroll efforts will continue to seek economic development opportunities from every direction.

Saturday, December 17th, Carroll County Parks, Recreation and Tourism will host a bus tour to Bristol Motor Speedway to enjoy the “Speedway in Lights”. This year we will include another stop, Heartwood. Heartwood is an artisan center that represents handmade/home grown goods from across all of Southwest Virginia.   

Tour will leave from Carroll Parks and Recreation office at 12:00 pm. Spaces are limited for this tour and will be on a reservation only basis. The cost of this tour will be $15.00 per person. Price does not include dinner.

ANNOUNCES DALLAS GARRETT AS STATE STAR

Virginia Small Business Development Centers Director Jody Keenan announced that Dallas Garrett has been selected as the 2011 State Star of the Virginia SBDC Network.

“I am delighted to make this announcement, and to recognize Dallas Garrett for extraordinary contributions to the work of the Virginia SBDC and small businesses in the Blue Ridge Crossroads area,” said Jody Keenan.

Dallas Garrett is Director at the Blue Ridge Crossroads Small Business Development Center in Galax, VA. Dallas was chosen by peers from Virginia SBDC offices across the Commonwealth for being an outstanding performer, making a major contribution to the Blue Ridge Crossroads SBDC program, and showing a strong commitment to small businesses in the Counties of Carroll and Grayson and the City of Galax.

“It is an honor to accept this award,” said Dallas Garrett, “and to have the opportunity everyday to assist so many entrepreneurs achieve the dream of starting and succeeding in their own business.”

Early Rabies Clinic

Carroll County Animal Control and the Carroll County Health Department will be holding an early September 10th, 2011 from 11:00 am until 2:00 pm.  This clinic will be located behind the old Carroll County Courthouse.

All dogs and cats over 4 months must be vaccinated for Rabies.


This will mark the kickoff for "Rabies Awareness Week" which is September 26th through October 2nd, 2011.

NOTICE TO THE PUBLIC


PLEASE TAKE NOTICE that the Carroll County Board of Supervisors will hold a Public Hearing on September 12, 2011 at 4:00 p.m., or as soon thereafter as the agenda permits, at the Carroll County Government Complex, 605 Pine Street, Hillsville, Virginia, to consider the adoption of the local/regional water supply plan, which includes the following:

*       Existing Water Source Information;
*       Existing Water Use Information;
*       Existing Resource Information;
*       Water Demand Management, or current conservation practices;
*       Drought Response and Contingency Plans;
*       Projected Water Demand Information;
*       Statement of Need based on the adequacy of existing water sources to meet current and projected water demand over the planning period (a minimum of 30 years to a maximum of 50 years)

          A copy of the draft water supply plan and ordinance are on file in the County Administrator’s office at the above address and are available to the public for inspection.

REAL ESTATE TAX EXEMPTIONS
FOR ELDERLY AND DISABLED AND
FOR CERTAIN VETERANS WITH 100%
SERVICE DISABILITY

The Carroll County Board of Supervisors will hold a Public Hearing on Monday, July 11, 2011, in the Board Meeting Room of the Carroll County Governmental Center, at 5:00 p.m., or as soon thereafter as practical, for the purpose of soliciting public comment pertaining to proposed amendments to the Carroll County Code Article VII, Sections 116-27 through 116-34, real estate tax relief for the elderly and disabled and a new provision to create an exemption to real estate taxes for veterans with a 100% service disability. Among other provisions, the proposed amendments would decrease the requirements by increasing the income limit from $23,000 to $26,000 necessary to qualify and the maximum tax relief from $150 to $250 for the elderly and disable and create a new real estate tax exemption for veterans with a 100% service disability.


A copy of the proposed ordinance is on file in the County Administrator’s Office. All members of the public are invited to attend and speak at the Public Hearing.

Download Audiobooks and eBooks to your computer, cell phone, iPod, tablet, or eBook reader for free! All you need is an internet connection and a valid library card.

Your libraries and local governments in Carroll County and the City of Galax encourage your use of available, free technology. The Galax-Carroll Regional Library is part of a consortium of sixteen libraries which offers downloadable audiobooks and eBooks from Overdrive for free. The Southwestern Virginia Public Libraries Consortium went live in January 2009 with OverDrive downloadable Audiobooks. Recently added were downloadable eBooks. The Consortium is steadily growing its online collections. As of June 15, 2011, over 2000 Audiobooks and 1271 eBooks have been purchased.

OverDrive eBooks can be used on a Barnes and Noble Nook, a Sony Reader and a Borders Kobo but not yet on a Kindle. At this point, Kindles are still proprietary to Amazon; all eBook content for Kindles has to be purchased fromAmazon. However, at the end of last April, Amazon and OverDrive announced the forthcoming Kindle Library Lending program, which will enable Kindle customers to borrow eBooks from Overdrive libraries. The program is scheduled for launch later this year.

Carroll County, Va - Proposed FY2012 Budget and Public Hearing

This budget synopsis is prepared and published for information and fiscal planning purposes only.  The inclusion in the budget of any item or items does not constitute an obligation or commitment on the part of the Board of Supervisors of Carroll County to appropriate any funds for that item or purpose.  There is no allocation or designation of any funds of the County for any purposes until there has first been an appropriation for that purpose by the Board of Supervisors.








A public hearing will be held by the Board of Supervisors on the budget for information purposes at the Carroll County Governmental Center, Hillsville, Virginia on the 9th day of May, 2011, at 5:30 p.m., at which time any citizen shall have the right to attend and state his/her views.  A budget for the fiscal year commencing July 1, 2011, will be adopted by the Board of Supervisors no later than July 1, 2011 and at least seven days following the hearing.
